Charles Yvon Rocha
I’m a Geographer, Environmentalist, and Development Funds & Programs Director-Manager. I’m a practitioner of development issues and environmental concerns in the Sahel region and Cape Verde Islands for many years. I have experience relevant to UN Environmental Conventions and UN Development Goals (MDG/SDG). I have reinforced my experience on issues relating to Sustainable Development – Local Development and Decentralized Cooperation – Poverty Alleviation – Natural Resources Management and Food Security; and developed skills related to Formulate Projects – Elaborate Process Guidelines – Project Cycle Management – Expertise in Projects Evaluation, Elaboration of Strategic & Action Plan – Capacity Building and Transmit knowledge acquired to stakeholders (Community Development Associations, Municipalities, NGO’s, Governmental Departments) –
I also have worked on Business Plan – Fundraising Strategy – Business Unit Implementation, at the regional and national level.
For over 25 years, I have served specifics national and international Institutions, working as Technical Assistant-Advisor and National/International Expert-Consultant : USAID (ACDI-VOCA), European Union, Executive Secretary of CILSS, Luxemburg Cooperation, United Nations System (UNDP, GEF, FAO, UNEP, UNISDR…), WWF, World Bank, NEPAD, ECOWAS; Government of Cape Verde (Ministry of Tourism Industry and Energy, Ministry of Finance, Ministry of Education, Ministry of Environment, Ministry of Youth, Employment and Human Resources Development).
Fluent in English, French, Portuguese, Cape Verdean Creole, and Senegalese Wolof; functional in Spanish. I have an excellent ability to adapt to different cultural and institutional contexts. I am familiar with some working procedures and environments, including United Nations, European Union, and Bilateral agencies.
